Our Divisions

The Office of Inspector General provides autonomous, independent, and neutral oversight over the West Virginia Departments of Health, Human Services, and Health Facilities programs and operations through nine distinct divisions within the Office of Inspector General. 

Board of Review

The Board of Review seeks to preserve the integrity of the Departments’ programs by providing citizens with due process through impartial administrative hearings and issuing timely decisions.

Foster Care Ombudsman

The Foster Care Ombudsman Division provides objective review of issues related to involvement by individuals with the child and family system and works to provide confidential recommendations and work with state agencies for improvement of service provision. 

Human Rights Commission

The Human Rights Commission administers and ensures adherence to, through education, investigation, mediation, and adjudication, the Human Rights Act which prohibits discrimination in employment, housing, and places of public accommodation.

Investigations and Fraud Management

The Investigations and Fraud Management Division conducts investigations of internal matters of the Departments and conducts investigations of suspected program fraud and program abuse by outside participants in programs the Departments administer.

Mental Health Ombudsman

The Mental Health Ombudsman Division provides objective review to issues related to consumer rights in mental health facilities, state hospitals, and behavioral health programs and works with administrators of those facilities as well as state agencies to provide recommendations for change.

Office of Health Facility Licensure and Certification (OHFLAC)

The Office of Health Facility Licensure and Certification reviews and regulates facilities and provider settings  under its authority to ensure that these facilities and provider settings are meeting the minimum federal and state regulatory requirements.​

Olmstead Office

The Olmstead Office through the Olmstead Coordinator develops, implements, and monitors West Virginia’s Olmstead activities which seek to promote equal opportunities for people with disabilities to live, learn, work, and participate in the most integrated setting in the community of their choice. 

Quality Control

The Quality Control Division ensures the integrity of West Virginia Department of Human Services’ programs through impartial evaluation and review of program benefit determinations.

West Virginia Clearance for Access: Registry and Employment Screening (WV CARES)​

West Virginia Clearance for Access: Registry and Employment Screening Division provides and conducts registry screening, criminal background checks, and variance reviews on all prospective direct access personnel, independent contractors, and volunteers of specific providers, facilities, and the Departments.
